REUTERS/Stringer Aug 24 (Reuters) - China's industry ministry issued a notice on Wednesday to promote and optimise the development of the country's photovoltaic industry, warning against market monopolies and encouraging development of power and storage projects.
According to the industry, Beijing has a near monopoly in the field: "China has been subsidising its industry for more than a decade," says Johan Lindahl, secretary general of the European Solar Manufacturing Council (ESMC). "They decided to consider photovoltaic (PV) a strategic technology more than fifteen years ago.
But building an industry that can stand on its own will be difficult. China produces practically all of the world’s equipment for making solar panels, and almost all of the supply of every component of solar panels, from wafers to special glass.
Cheap Chinese solar panels are flooding the EU market and threatening the viability of homegrown companies. Europe's solar industry warns it faces an "existential threat" and that unless action is taken soon, it could collapse in a matter of months.
China is the largest market in the world for both photovoltaics and solar thermal energy. China's photovoltaic industry began by making panels for satellites, and transitioned to the manufacture of domestic panels in the late 1990s.
